ELIGIBILITY :1) Every Affiliated State Association /Institutional members of the All India Chess Federation shall be entitled to send four entries. If any association / affiliated unit fails to send its fill quota, the vacancies so caused shall not be filled.2) All Grandmasters, International Masters and Women Grandmasters.3) First 6 players as per previous National “B” Ranking.4) The first two from the National U-25 Chess Championship.5) Current National Junior Chess Champion.6) Current National Junior Girls Champion.7) The Winner and runner-up of the last National “B” Women’s Chess Championship.8) Current World Champion in any category.9) Current Asian Junior Champion and first three from last Asian Men Championship.10) The host shall be entitled to field an additional two players.11) All Board Prize Winners of the latest National Team Chess Championship.12) Four Players from areas where no State Chess Association exists. Players from such areas shall write to Mr. D.V. Sundar, Secretary, All India Chess Federation, Hall No.70, Jawaharlal Nehru Stadium, Chennai for their entries.13) Any player who donates Rs. 6,000/- (Ex. National “A” Players Rs. 4,200/-) All special entries should come through the respective State Chess Association / Affiliated Unit of the AICF. However, AICF reserves the right to accept or reject such entries without assigning any reason.14) A nominee of the Secretary of the All India Chess Federation.15) If the total number of entries is an odd number, then the host association may add one more entry to make it an even number. ENTRIES & ENTRY FEES :Regular : Rs. 1,000/- Special : Rs. 6,000/- Ex-National ‘A’ Player Rs. 4200/-There will be 50% concession in entry fee for participants from North Eastern States, Andaman & Nicobar, Jammu & Kashmir. Entries should be received on or before 1st September, 2008 by Shri S.A.Salgaocar, The Organising Chairman, 46th National – B Chess Championship-2008, Salgaocar Chambers, Margao, Goa - 403601 with entry fee by D.D drawn in favour of Goa State Chess Association payable at Margao. Late entries will be accepted with a late fee of Rs. 500/- per participant till 10.09.08 No entry will be entertained after 10.09.08.
TOURNAMENT REGULATIONS
1) The Championship shall be played under the laws of Chess and FIDE Swiss Rules.2) Totally thirteen rounds shall be played unless otherwise decided by the Tournament committee before the commencement of the Championship.3) The Time Control is 90 minutes for each player for the first 40 moves followed by 30 minutes each for the rest of the game with an increment of 30 seconds per move from move no. 1.4) The Top Eleven players will qualify for next National ‘A’
Smoking and Drinking is strictly prohibited inside the Temple Complex.
CHESS CLOCKS : Each participating association must provide atleast two DGT chess clocks in working order for every four players entered by them in championship. TIE BREAK : Progressive scrore tie breaking rules will be applied. TOURNAMENT COMMITTEE : A Tournament Committee consisting of the Chief Arbiter, Hon. Secretary of AICF of his representative, and the Secretary and two members of the host association shall be constituted before the commencement of the tournament. PROTESTS : Protests if any, against the decision of the Chief Arbiter, shall be made in writing with protest fee of Rs.500/- within 30 minutes of the occurrence of the incident. The amount shall be refunded if the appeal is upheld. APPEALS COMMITTEE : Before the commencement of the Championship a five member Appeals Committee with two reserves shall be formed from amongst the senior participants and officials present at the Manager’s meeting to be held at the venue of the Inaugural day. All the five members and reserves shall be from different states. No member of the committee can vote on a dispute in which a player from his own unit is involved and in such case the reserve member(s) shall take his/ their place in the committee. DISQUALIFICATION : No participant will leave the venue before the prize distribution function without the permission of the Chief Arbiter. The Participants disregarding this rule will be suspended for one year.INTERPRETATION : For interpretation of Rule(s) and deciding any point not covered by rules, the decision of the tournament committee shall be final and binding. The tournament committee has every right to make any addition or amendment to these rules without prior notice. However, such changes will be displayed at the championship venue. REGISTRATION OF PLAYERS : All the participants who participate in the National Championship should get their names registered with AICF. Registration forms will be available at the venue on payment of Rs. 250/- for the year 2008-09. Those already registered should produce Proof. No unregistered player will be entitled to participate in this National. ARREARS : The Affiliated Association must clear all arrears of affiliation fee/ tournament fee including those of current year, at the time of submitting the entries. Otherwise the entries are liable to be rejected. National ‘B’ : The National “B” is the qualifier for the National “A”. It came into being only in 1967.
